Kim Sun Woo sergeant from Coast Guard Kunsan branch is ordered to be arrested as criminal at large due to suspicion of stealing smuggling articles. He decides to steal across to Busan to find another big boss of the criminal organization, Popeye.
On the other hand, Sun Woo’s old partner in the Coast Guard special task force, Kang Eun Chul, has also came to Busan in order to find Sun Wo. In order to save Sun Woo who deep in danger, Eun Chun unfortunately get shot.
