Kwon Jung Ryul is conducting mandatory checking on foreign ship, to investigate the ship that he suspecting has “illegal goods.” But because the big boss of black society Choi Hye Gon is on board, the result is not what he wanted.

Whilte the disciplined Jung Ryul is in crisis, he is helped by chief commissioner to establish a new department of Coast Guard Investigation 9, be the team’s investigator, and restart the investigation.
